Actieplan voor digitaal onderwijs — actie 10

De technologische vooruitgang heeft de behoefte aan digitale vaardigheden en competenties op alle niveaus in de economie en samenleving exponentieel doen toenemen. Slechts 55,6 % van de EU-bevolking kan echter digitale basistaken uitvoeren, zoals zich aansluiten op wifi of websites gebruiken.

De ambitieuze doelstellingen die in het kader van het digitale kompas 2030 en in de resolutie van de Raad betreffende een strategisch kader voor Europese samenwerking op het gebied van onderwijs en opleiding zijn vastgesteld, zijn gericht op het niveau van digitale vaardigheden voor verschillende groepen burgers, zoals professionals, volwassenen of jongeren.

In het kader van deze initiatieven moeten de onderwijs- en opleidingsstelsels hun inspanningen opvoeren om zoveel mogelijk leerlingen al op jonge leeftijd digitale vaardigheden en competenties bij te brengen.

Gezamenlijke problemen aanpakken

De EU-landen hebben te maken met gezamenlijke problemen in verband met het niveau van digitale vaardigheden van hun bevolking en het vermogen van hun onderwijs- en opleidingsstelsels om lerenden te ondersteunen bij het ontwikkelen van de digitale competenties die zij nodig hebben om te leven, te werken en te leren.

De verbetering van het aanbod van digitale vaardigheden

Deze aanbeveling van de Raad:

• is erop gericht de Europeanen in staat te stellen door middel van onderwijs en opleiding digitale vaardigheden op basis-, intermediair en geavanceerd niveau te verwerven;
• beschrijft de stappen die nodig zijn om de ontwikkeling van digitale competenties vanaf een vroeg stadium en in alle stadia van onderwijs en opleiding te bevorderen. Dit omvat het gebruik van EU-instrumenten om te investeren in de beroepsontwikkeling van leerkrachten;
• moedigt ook de uitwisseling van beste praktijken op het gebied van onderwijsmethoden aan, met inbegrip van aandacht voor informatica-onderwijs van hoge kwaliteit op alle onderwijsniveaus, en samenwerking met de burgermaatschappij en het bedrijfsleven om goede praktijken te ontwikkelen en in te spelen op nieuwe en opkomende behoeften aan vaardigheden.

Council Recommendation on improving the provision of digital skills

Technological progress has raised exponentially the need for digital skills and competences at all levels across the economy and society. However, only 55.6% of the EU population can perform basic digital tasks such as connecting to Wi-Fi or using websites.

The ambitious targets set as part of the Digital Compass 2030 and in the Council Resolution on a Strategic Framework for European Cooperation in Education and Training focus on the level of digital skills for different groups of citizens such as professionals, adults or young people.

These initiatives require education and training systems to reinforce efforts to provide digital skills and competences to as many pupils as possible from an earlier age.

Improving the provision of digital skills

This Council Recommendation:

• aims to empower Europeans to develop basic, intermediate and advanced digital skills through education and training.
• articulates the steps needed to promote digital competence development from early on and at all stages of education and training. It includes using EU tools to invest in teacher professional development.
• encourages the exchange of best practices on instructional methods, including a focus on high-quality informatics at all levels of education, and working with civil society and the industry to develop good practices and meet new and emerging skills needs.

• de lidstaten ondersteunen met specifieke richtsnoeren voor informatica als schoolvak, met inbegrip van de beginselen, concepten en praktijken bij het onderwijzen en leren
