Nõukogu soovitus digioskuste pakkumise tõhustamise kohta

Digiõppe tegevuskava – 10. meede

Tehnoloogia areng on hüppeliselt suurendanud vajadust digioskuste ja -pädevuste järele kõikjal majanduses ja ühiskonnas. Siiski tuleb vaid 55,6% ELi elanikkonnast toime digimaailma baasülesannetega nagu WiFi-ühenduse loomine või veebisaitide kasutamine.

Ulatuslikud eesmärgid, mis on kirja pandud digikompass 2030s ja nõukogu resolutsioonis, mis käsitleb strateegilist raamistikku üleeuroopaliseks koostööks hariduse ja koolituse alal, on suunatud eri kodanikurühmade, näiteks digisektori töötajate ja teiste digioskusi nõudvatel kutsealadel töötavate inimeste vajadustele, samuti täiskasvanute ning noorte digioskuste eri tasemetele jne.

Nende algatuste kohaselt tuleb haridus- ja koolitussüsteemides suurendada jõupingutusi, et võimalikult paljud õpilased omandaksid digioskused ja -pädevused juba varases eas.

Üldtuntud probleemid

Euroopa Liidu liikmesriikidel on elanikkonna digioskuste taseme valdkonnas sarnased probleemid. Samuti on kõigil liikmesriikidel probleeme haridus- ja koolitussüsteemide suutlikkusega aidata õppijatel arendada digipädevusi, mida neil on vaja elus, tööl ja koolis.

Digioskuste õpetamise täiustamine

Nõukogu soovituse eesmärk

  • on anda eurooplastele võimalus arendada hariduse ja koolituse kaudu põhi-, kesk- ja kõrgema taseme digioskusi,
  • tuua välja vajalikud sammud, mis aitavad edendada digipädevuse arendamist juba varases eas ning hariduse ja koolituse kõigis etappides. Selles kirjeldatakse ELi vahendeid, mida saab kasutada õpetajate erialase arengu toetuseks,
  • toetada parimate tavade vahetamist õpetamismeetodite kohta, sealhulgas selle kohta, kuidas toetada kvaliteetset informaatikaõpet kõikidel haridustasanditel. Soovituses rõhutatakse ka seda, et tuleb teha koostööd kodanikuühiskonna ja tööstusega, et töötada välja head tavad ning täita uute ja tekkivate oskustega seotud vajadusi.

Council Recommendation on improving the provision of digital skills

Technological progress has raised exponentially the need for digital skills and competences at all levels across the economy and society. However, only 55.6% of the EU population can perform basic digital tasks such as connecting to Wi-Fi or using websites.

The ambitious targets set as part of the Digital Compass 2030 and in the Council Resolution on a Strategic Framework for European Cooperation in Education and Training focus on the level of digital skills for different groups of citizens such as professionals, adults or young people.

These initiatives require education and training systems to reinforce efforts to provide digital skills and competences to as many pupils as possible from an earlier age.

Improving the provision of digital skills

This Council Recommendation:

  • aims to empower Europeans to develop basic, intermediate and advanced digital skills through education and training.
  • articulates the steps needed to promote digital competence development from early on and at all stages of education and training. It includes using EU tools to invest in teacher professional development.
  • encourages the exchange of best practices on instructional methods, including a focus on high-quality informatics at all levels of education, and working with civil society and the industry to develop good practices and meet new and emerging skills needs.

Oodatavad tulemused

  • Aidatakse saavutada digikompassi ja Euroopa haridusruumi digioskuste alaseid eesmärke seeläbi, et parandatakse Euroopa kodanike digioskuste taset ning suurendatakse IKT-sektoris õppida soovijate soolist tasakaalu.
  • Käivitatakse sidusate riiklike ja piirkondlike digiõppe ja -oskuste strateegiate väljatöötamine.
  • Toetatakse liikmesriike, et neil oleks lihtsam koostada informaatika õppeaine suuniseid, sealhulgas kirjeldada selle õpetamise ja õppimise põhimõtteid, kontseptsioone ja tavasid.
