Den tekniska utvecklingen har kraftigt ökat behovet av digitala färdigheter på alla nivåer i ekonomin och samhället. Men bara 55,6 procent av EU:s befolkning kan utföra grundläggande digitala uppgifter, som att ansluta till ett wifinät eller använda webbplatser.

De ambitiösa målen i den digitala kompassen 2030 och i rådets resolution om en strategisk ram för det europeiska utbildningssamarbetet gäller de digitala färdigheterna i olika grupper, t.ex. arbetstagare, vuxna och unga.

Länderna måste satsa mer på utbildning i digitala färdigheter och digital kompetens för så många elever som möjligt och så tidigt som möjligt.

Lösa gemensamma problem

EU-länderna står inför en gemensam utmaning när det gäller invånarnas bristande digitala färdigheter och utbildningssystemens oförmåga att hjälpa elever och studenter att skaffa sig de digitala färdigheter de behöver för att leva, arbeta och lära.

Bättre utbildning i digitala färdigheter

Rådets rekommendation

• ska hjälpa EU-invånarna att skaffa sig grundläggande och mer avancerade digitala färdigheter genom utbildning
• anger vilka steg som behövs för att främja digitala färdigheter från tidig ålder och på alla utbildningsnivåer, bland annat kan EU-verktyg användas för att investera i lärarfortbildning
• uppmuntrar till utbyte av bästa praxis om undervisningsmetoder, bland annat när det gäller att använda bra it-verktyg på alla utbildningsnivåer, samarbeta med civilsamhället och näringslivet för att ta fram god praxis och tillgodose nya och kommande kompetensbehov.

Council Recommendation on improving the provision of digital skills

Technological progress has raised exponentially the need for digital skills and competences at all levels across the economy and society. However, only 55.6% of the EU population can perform basic digital tasks such as connecting to Wi-Fi or using websites.

The ambitious targets set as part of the Digital Compass 2030 and in the Council Resolution on a Strategic Framework for European Cooperation in Education and Training focus on the level of digital skills for different groups of citizens such as professionals, adults or young people.

These initiatives require education and training systems to reinforce efforts to provide digital skills and competences to as many pupils as possible from an earlier age.

Improving the provision of digital skills

This Council Recommendation:

• aims to empower Europeans to develop basic, intermediate and advanced digital skills through education and training.
• articulates the steps needed to promote digital competence development from early on and at all stages of education and training. It includes using EU tools to invest in teacher professional development.
• encourages the exchange of best practices on instructional methods, including a focus on high-quality informatics at all levels of education, and working with civil society and the industry to develop good practices and meet new and emerging skills needs.

• Bidra till att nå målen för digitala färdigheter i den digitala kompassen och i det europeiska utbildningsområdet genom att förbättra EU-invånarnas digitala färdigheter och få fler kvinnor att överväga en karriär i it-branschen.
