Akcijski plan za digitalno obrazovanje – 10. mjera

S tehnološkim napretkom na svim razinama gospodarstva i društva naglo raste potreba za digitalnim vještinama i kompetencijama. Međutim, samo 55,6 % stanovništva EU-a ima najosnovnije digitalne vještine, npr. znaju se spojiti na Wi-Fi ili se služiti internetom.

U Digitalnom kompasu 2030. i Rezoluciji Vijeća o strateškom okviru za europsku suradnju u području obrazovanja i osposobljavanja utvrđeni su ambiciozni ciljevi za digitalne vještine raznih skupina građana, npr. radno aktivnih osoba, odraslih ili mladih.

U skladu s tim inicijativama obrazovni sustavi trebaju se unaprijediti kako bi digitalne vještine i kompetencije stjecao što veći broj učenika, i to od što ranije dobi.

Rješavanje zajedničkih problema

Kad je riječ o razini digitalnih vještina stanovništva, ali i sposobnosti nacionalnih obrazovnih sustava da učenicima prenose digitalne kompetencije potrebne za život, rad i učenje, zemlje EU-a suočavaju se s istim problemima.

Bolje pružanje digitalnih vještina

Preporuka Vijeća:

  • Europljanima pomaže da u okviru obrazovanja i osposobljavanja steknu digitalne vještine osnovne, srednje i napredne razine
  • uključuje korake za promicanje stjecanja digitalne kompetencije od rane dobi i na svim razinama obrazovanja i osposobljavanja, uz pomoć instrumenata EU-a za ulaganje u profesionalni razvoj nastavnog osoblja
  • potiče razmjenu najboljih nastavnih metoda za kvalitetno poučavanje informatike na svim razinama obrazovanja, kao i dijalog s civilnim društvom i industrijom o dobroj praksi i ispunjavanju novih potreba za vještinama.

Council Recommendation on improving the provision of digital skills

Technological progress has raised exponentially the need for digital skills and competences at all levels across the economy and society. However, only 55.6% of the EU population can perform basic digital tasks such as connecting to Wi-Fi or using websites.

The ambitious targets set as part of the Digital Compass 2030 and in the Council Resolution on a Strategic Framework for European Cooperation in Education and Training focus on the level of digital skills for different groups of citizens such as professionals, adults or young people.

These initiatives require education and training systems to reinforce efforts to provide digital skills and competences to as many pupils as possible from an earlier age.

Improving the provision of digital skills

This Council Recommendation:

  • aims to empower Europeans to develop basic, intermediate and advanced digital skills through education and training.
  • articulates the steps needed to promote digital competence development from early on and at all stages of education and training. It includes using EU tools to invest in teacher professional development.
  • encourages the exchange of best practices on instructional methods, including a focus on high-quality informatics at all levels of education, and working with civil society and the industry to develop good practices and meet new and emerging skills needs.

  • poticaj razvoju metodičnih nacionalnih i regionalnih strategija za digitalno obrazovanje i vještine

Mjera se financira iz: programa Erasmus+, Europskog socijalnog fonda plus, Fonda za pravednu tranziciju, Europskog fonda za regionalni razvoj, programa Digitalna Europa, Obzora Europa i Instrumenta za tehničku potporu.
