Digitális oktatási cselekvési terv – 10. intézkedés

A technológiai fejlődés következtében a gazdaság és a társadalom minden szintjén jóval nagyobb mértékben van szükség a digitális készségek meglétére, mint korábban. Az EU lakosságának azonban csak 55,6%-a képes olyan alapvető digitális műveletek elvégzésére, mint például wifihálózatra rácsatlakozni vagy weboldalakat használni.

A 2030-ig tartó időszakra vonatkozó digitális iránytű részeként és az oktatás és képzés terén folytatott európai együttműködés stratégiai keretrendszeréről szóló tanácsi állásfoglalásban megfogalmazott nagyratörő célkitűzések a különböző célcsoportok – pl. a munkavállalók, a felnőttek, a fiatalok – digitális jártasságának javítására irányulnak.

Ahhoz, hogy a kitűzött célok megvalósulhassanak, az oktatási és képzési rendszereknek még többet kell tenniük azért, hogy minél több diákot minél korábbi életkortól kezdve felvértezzenek a szükséges digitális készségekkel.

Közös kihívások, közös fellépés

Az Európai Unió országai hasonló kihívásokkal szembesülnek a lakosság digitális jártassága terén – főként a tekintetben, hogy oktatási és képzési rendszereik mennyire képesek támogatni a tanulókat a mindennapi életben, a munkavállaláshoz és a tanuláshoz szükséges digitális kompetenciák fejlesztésében.

A digitális készségek fejlesztésének javítása

Ez a tanácsi ajánlás:

• azt hivatott elősegíteni, hogy az európaiak oktatás és képzés keretében alap-, közép-, illetve magas szintű digitális készségeket sajátítsanak el;
• felvázolja, milyen lépések szükségesek ahhoz, hogy a digitális kompetenciák fejlesztése már kora gyermekkortól kezdve, valamint az oktatás és képzés minden szakaszában nagyobb hangsúlyt és ösztönzést kapjon – az ajánlás uniós eszközök bevetését is előirányozza a tanárok szakmai fejlődéséhez szükséges források előteremtéséhez;
• ösztönzi az oktatásban bevált módszerek cseréjét, a magas színvonalú számítástechnikai oktatás térnyerését az oktatás minden szintjén, valamint a civil szervezetekkel és az ágazati szereplőkkel folytatott együttműködést célravezető módszerek kidolgozása és az újonnan felmerülő készségigények kielégítése érdekében.

Council Recommendation on improving the provision of digital skills

Technological progress has raised exponentially the need for digital skills and competences at all levels across the economy and society. However, only 55.6% of the EU population can perform basic digital tasks such as connecting to Wi-Fi or using websites.

The ambitious targets set as part of the Digital Compass 2030 and in the Council Resolution on a Strategic Framework for European Cooperation in Education and Training focus on the level of digital skills for different groups of citizens such as professionals, adults or young people.

These initiatives require education and training systems to reinforce efforts to provide digital skills and competences to as many pupils as possible from an earlier age.

Improving the provision of digital skills

This Council Recommendation:

• aims to empower Europeans to develop basic, intermediate and advanced digital skills through education and training.
• articulates the steps needed to promote digital competence development from early on and at all stages of education and training. It includes using EU tools to invest in teacher professional development.
• encourages the exchange of best practices on instructional methods, including a focus on high-quality informatics at all levels of education, and working with civil society and the industry to develop good practices and meet new and emerging skills needs.
