Purpose and scope of the CoP

The purpose of the Community of Practice is to foster the collaboration between public administration officials, external evaluators and education stakeholders in creating an appropriate environment for sharing experience and knowledge on counterfactual impact evaluation of education policies. By promoting mutual learning and capacity building, the CoP aims to support evidence-informed policymaking across EU countries.

Aim of the meeting

This fourth meeting of the CoP will focus on the practical aspects of planning rigorous evaluations of education policies through the design and implementation of pilot projects and randomised controlled trials (RCTs).

It will explore how

• pilot initiatives can be used to test education reforms on a small scale before full implementation
• RCTs can generate robust evidence on what works, for whom, and under what conditions

The meeting will provide a platform for exchanging good practices, discussing methodological challenges, and drawing lessons from concrete examples. It will also aim to strengthen participants’ understanding of when and how to use these approaches effectively within the policy cycle.

Target participants

Public administration officials, external evaluators currently working with public administrations on impact evaluation of education policies, or education stakeholders.
