Proposal for a European Framework on recognition of outcomes of learning periods abroad in general upper secondary education (2021)

The 2018 Council Recommendation on promoting automatic mutual recognition for the purpose of further learning highlights automatic recognition as a means to promote mobility and strengthen European cooperation toward the European Education Area.

Currently, however, pupils in upper secondary education can face a number of challenges to having their learning outcomes from study abroad recognised.

The Recommendation notes that a step-by-step approach will support Member States in putting in place the conditions that will make automatic mutual recognition possible.

The Expert network on recognition of outcomes of learning periods abroad in general secondary education has develop this proposal for a European framework and guidelines based on an exchange of practices among stakeholders and governmental representatives of the Member States.
